State mulls PAYE tax on head of state salary

THE government will bring in Parliament proposals for a review of the Income Tax to enable deductions of Pay As You Earn (PAYE) tax on the salary of the president “when the right time comes.”

The Deputy Minister for Finance and Planning, Dr Ashatu Kijaji, said in Parliament here yesterday that the government would come up with a bill for a review of the Income Tax to include PAYE cuts in the salaries of the top most government officers.

“The government will come up with the proposals for review when the right time comes,” the deputy minister said in her reply to a supplementary question from Upendo Peneza (Special Seats, Chadema) who wanted to know when President John Magufuli will start paying PAYE.
She earlier said it was the intention of the government to reduce tax exemptions to reach one per cent of the national economic output, which will be implemented in phases according to the law of the country and economic and social environment.

She said efforts to reduce the exemption taxes began from 2010/2011 after realising the exemptions had reached about 3.2 per cent for the 2006/07 – 2009/10.
The government in 2009/2010 reviewed legal framework governing exemptions to remove exemptions that have no benefit to the economy. It was found that between 60 and 64 per cent of the exemptions were from Value Added Tax (VAT).

The deputy minister said various measures taken particularly adjusting the ceiling of exemptions granted by the Tanzania Investment Centre (TIC) and mineral sector had helped to bring down the exemptions to 1.9 per cent of the total economic output in the 2014/2015 financial year.
She said from July 2015 to March 2016 tax exemptions reached 564.1bn/- and with the trend, it is projected that exemptions for the 2015/2016 financial year would reach 752bn/-, which is equivalent to 0.8 per cent of the total economic output.

“A review of the VAT law is one area that contributed significant in our aim to reduce exemptions to one per cent of the economy,” she said. The deputy minister, however, told Members of Parliament (MPs) that some exemptions were inevitable on the country’s tax regime and were applicable worldwide.

“The most important thing is that the government would make sure the exemptions are granted according to the existing tax laws,” she said.

News: Kenyan businessman Jacob Juma shot dead in Nairobi

Jacob Juma was driving home from a bar to his home in an upmarket suburb on Thursday night when unknown gunmen attacked his car.
Police said they escaped on motorbikes after firing 10 shots at the vehicle.
Mr Juma, who had mining interests, had been involved in several high-profile legal cases against the government over failed business deals.
"We don't know the motive but this seems to be a pure murder," Nairobi police chief Japheth Koome is quoted by Kenya's Standard newspaper as saying.
Police say nothing was stolen from the businessman, as two of his mobiles were found in his car along with some cash.
The BBC's Odhiambo Joseph in Nairobi says he had sued a state corporation, seeking about $5m (£3.4m) in compensation for a breach of contract to supply 40,000 tonnes of maize in 2004.
He had also taken the government to court in 2015 for revoking his company's mining licence.
Cortec Mining Kenya had claimed it had identified mineral deposits worth billions of dollars in the coastal county of Kwale.
The businessman had also been critical of the governing Jubilee Coalition on how it has tackled corruption and was supportive of opposition leader Raila Odinga, our reporter says.

Iranian artist and activist who was forced to undergo a virginity test has been freed - Amnesty

Iranian artist and activist Atena Farghadani who was forced to undergo a "virginity test" has been freed. She was released yesterday, May 5 after an appeal court in Tehran dramatically reduced her original 12-years and nine months sentence to 18 months, most of which she had already served.

"The release of Iranian artist and activist Atena Farghadani yesterday is a long-overdue step towards righting the injustice against her and must be followed by the immediate and unconditional release of other peaceful artists and activists who remain behind bars, Amnesty International said today.
"Atena Farghadani’s release represents a legal and moral victory for her and encourages the efforts of activists worldwide to campaign for the release of other prisoners of conscience in Iran, as well as for reforms to the unjust laws used to put them behind bars in the first place," said Magdalena Mughrabi, interim Deputy Director of the Middle East and North Africa Programme at Amnesty International.
"While this is a time for celebration, it is vital that the world doesn’t forget that Atena Farghadani should never have been imprisoned in the first place and that many others like her continue to languish in cells or have the threat of prison hanging over their head for peacefully exercising their rights."
Atena Farghadani’s release came after an appeal court in Tehran dramatically reduced her original 12-years and nine months sentence to 18 months, most of which she had already served. The court, however, suspended a three-year prison sentence imposed for “insulting the Iranian Supreme Leader” for four years meaning that the threat of imprisonment will hang over Atena Farghadani during that period. The Iranian authorities often resort to suspended sentences to create a climate of fear, coercing activists, journalists and others into silence or self-censorship.

Atena Farghadani was sentenced on 1 June 2015 after a Revolutionary Court convicted her, following a grossly unfair trial, of charges including “gathering and colluding to commit crimes against national security”, “spreading propaganda against the system”, “insulting the Iranian Supreme Leader”, and “insulting members of parliament through paintings”.

All the charges stemmed from her peaceful activities including meeting with families of political prisoners, criticising the authorities on social media and through her artwork, which included a cartoon that satirized members of Iran’s parliament for considering bills that restrict access to voluntary contraception and family planning services.

In August 2015, Atena Farghadani said in a note, smuggled out of prison, that the authorities had subjected her to a forced ‘virginity test’. Earlier in 2016, the authorities confirmed her subjection to these tests. “Virginity testing” is highly discriminatory, compromises women’s dignity and rights to physical and mental integrity, and has been recognised as a violation of the prohibition of torture and other ill-treatment.

Earlier in December 2014, when she was out on bail, Atena Farghadani released a video message describing how female prison guards at Evin prison had beaten her, verbally abused her and forced her to strip naked for a body search.

“The Iranian authorities have 18 months of appalling injustice to make up for and they should start by investigating Atena Farghadani’s torture and other ill-treatment including forced ‘virginity testing’. They should also ensure that her conviction and suspended sentence are quashed,” said Magdalena Mughrabi.
Atena Farghadani’s release comes at a time when scores of others face harsh prison sentences imposed for their peaceful human rights activism. They include Atena Daemi, Omid Alishenas, Saeed Hosseinzadeh, and Asou Rostami, all of whom were arrested at around the same time and have been sentenced to harsh prison terms following grossly unfair trials on similar charges to Atena Farghadani.
“The conviction and sentences of all these young activists must be immediately quashed and the Iranian authorities must stop using the threat of incarceration to stifle Iran’s young generation of activists,” said Magdalena Mughrabi.
“Of course, a prisoner release is only a first step – the Iranian authorities must also reform the country’s repressive laws, which for too long have been used to clamp down on dissent. As long as these laws remain on the books, human rights defenders and activists will remain at risk of being jailed simply for expressing their opinions.
In its April 2016 ruling, the Appeal Court in Tehran upheld Atena Farghadani’s 18 months prison term imposed for the charge of “spreading propaganda against the system” but acquitted her from the charge of “gathering and colluding against national security”. It commuted the nine-month imprisonment sentence for “insulting members of parliament through paintings”, “insulting the President” and “insulting prison officials” to a cash fine.

Iran’s Islamic Penal Code, adopted in May 2013, maintains vaguely worded “crimes” such as “spreading propaganda against the system”, “creating unease in the public mind”, “insulting Islamic sanctities” and “membership of an illegal group”. These “offences” are frequently used to curb the peaceful exercise of the rights to freedom of expression, association, and peaceful assembly. Such laws and practices violate Iran’s international obligations, including those under Articles 19, 21 and 22 of the International Covenant on Civil and Political Rights, which guarantee the rights to freedom of expression, peaceful assembly and association.

Tundu Lissu advises sacked officials to go to court, Says They were Illegally Suspended.

The opposition camp in Parliament yesterday advised civil servants who have been suspended by Cabinet ministers to ask the High Court to nullify the decisions on grounds of being illegal.
The opposition spokesman for the ministry of Justice and Constitutional Affairs, Mr Tundu Lissu, said in the House that ministers were operating in contravention of the Ministers Discharge of Ministerial Functions Act of 1980.

He was presenting the camp’s speech on the ministry’s 2016/2017 budget estimates, which was tabled in the House yesterday.
According to Mr Lissu, the ministers have no power to suspend anyone until the Head of State publishes a ministerial instrument in the government Gazette.
“So, these MPs have no legal power to act as ministers. Their suspensions of civil servants in various regions are thus illegal, and so, I call upon all victims to challenge the suspension as well as sacking in the High Court,” he said. The Act enables the President to identify departments, activities and other issues. It also enables the Head of State to identify the date for starting the implementation of various governmental activities.
According to Mr Lissu, the minister for Justice and Constitutional Affairs, Dr Harrison Mwakyembe, Permanent Secretary, Prof Sifuni Mchome and his deputy, Mr Amon Mpanju, are all lawyers but have failed to advise the Head of State peoperly on the important legal issues. “I am advising President Magufuli to send these three officials packing, beause they have failed him,” he said.
Mr Lissu also expressed dismay over what he describes as the country pursuing dictatorial tendencies. “President Magufuli is treating this country like his own property; he must respect the constitution and adhere to the rule of law,” said Mr Lissu. He said the government had highjacked Parliamentary priviledges and that Parliament was taking orders from the top. “It is obvious that this House is now toothless, because the government is doing everything in its powers to weaken it. This is contrary to the principles of good governance,” said Mr Lissu.

Rwanda, Tanzania seek stronger bilateral ties

TANZANIA and Rwanda have agreed to form a joint implementation committee (JIC) to closely monitor important areas of bilateral relations between the two countries that were agreed in the just concluded 14th session of the Joint Permanent Commission (JPC).
Head of Communications in the Ministry of Foreign Affairs, East African, Regional and International Cooperation, Ms Mindi Kasiga.

The JIC will be led by permanent secretaries in the foreign ministries from both countries and will be meeting in every quarter of each year, according to Head of Communications in the Ministry of Foreign Affairs, East African, Regional and International Cooperation, Ms Mindi Kasiga.

The two-day session of the JPC meeting, which ended on Sunday, was held in the resort town of Rubavu in the Western Province of Rwanda. Among other issues, the JPC agreed to bolster bilateral ties in various key sectors, including strengthening relationship in the aviation sector, especially between the two countries’ national airlines—Rwandair and Air Tanzania Company Limited (ATCL).
The meeting also agreed to fast-track infrastructure development on the central corridor, which combines road and railway network, as an essential trade and transport route, linking the two countries with neighbouring Burundi, Uganda and the eastern part of Democratic Republic of Congo (DRC).

Ms Kasiga, who was addressing a news conference in Dar es Salaam, said the meeting also agreed to increase the pace on the construction of the envisaged multi-trillion shilling standard gauge central railway line project.

The 14th JPC meeting came following the directives issued by President John Magufuli and his Rwandan counterpart Paul Kagame in Kigali last month during Dr Magufuli’s maiden trip outside the country since he was elected into office last October.

During Dr Magufuli’s state visit, the two presidents pledged to strengthen the two countries’ relations to enable their citizens to work together for shared benefits and development.
The JPC meeting brought together experts from various sectors in the two countries and gave participants an opportunity to review the status of the bilateral relations with a view to boosting the ties.
The Tanzanian team was led by the Deputy Permanent Secretary in the ministry of Foreign Affairs, East African, Regional and International Cooperation, Ambassador Ramadhan Mwinyi, while the Rwandan team was under the leadership of Permanent Secretary in the Rwanda’s Ministry of Foreign Affairs and Cooperation, Ambassador Jeanine Kambanda.

Officials also reviewed recommendations of the 13th bilateral meeting that took place in 2011 in Tanzania and agreed that, five years on, not much had been done in implementation of the recommendations, a move that prompted the formation of a Joint Implementation Committee.
“The Rwandan government has expressed its readiness to bring in our country officers and other government officials with an aim to equip them with experience from professional colleges like the Tanzania-Zambia Centre for Foreign Relations (CFR) and the National Institute of Transport, among others,’’ noted Ms Kasiga.

The 15th JPC meeting would be held in 2018 in Tanzania. Meanwhile, Ms Kasiga said another joint meeting of permanent secretaries from Tanzania and Zambia was conducted between April 25 and 27 in Lusaka, Zambia to deliberate on the proper mechanism to solve the challenges encountered at Nakonde border in Tunduma in the newly-established Songwe Region.

“The two countries agreed that the matter be solved by conducting regular inspections and joint defence including exchange of appropriate security information between the two countries,’’ she said.
On the ongoing Burundi political impasse, Ms Kasiga said her ministry was making arrangements to seek audience with former President Benjamin Mkapa so that he could give a briefing on the ongoing mediation efforts. In March this year, Mr Mkapa was appointed by the East African Community (EAC) as facilitator of peace talks between rival factions in volatile Burundi.

The announcement was made during the 17th Ordinary Summit of EAC heads of state in Arusha, Tanzania. The former president was expected to discharge his duties under the leadership of President Yoweri Museveni of Uganda.

“We are still making efforts to reach the former president to request him to make a press briefing, the ministry will issue an official communication to you to explain if he will address the media in Arusha or Dar es Salaam,’’ said Ms Kasiga.

In February, Gina won $1 million in the Ultimate Millions second-chance drawing which she said she was going to use to pay for her treatments. She said she was thankful for the lottery winnings because had been given a second chance to live. At that time she said:
"I have a second chance," she told Fox 29 at the time. "That's what my whole life is about, second chances."
Then in early April she told her husband, Len Short to buy a ticket for the All or Nothing prize of $250,000 because she was "feeling lucky"

Then unbelievably on April 29 their numbers won...again!
"We checked the same ticket six or seven times because we thought we misread it." "We're still in disbelief mode," lottery winner Gina Short said.

"For us to have the good fortune of winning not just one big prize but two, we are just very thankful for that," Len Short said.

Mother gives up daughter to be burnt alive for helping couple to elope (Photos)

A 16-year-old girl in rural Pakistan was drugged, strangled and burned alive on the orders of village elders for helping a couple elope.
Tribal leaders of the village of Makol decided to make an example of Amber, 16, after she helped her friend Asma to escape with her lover to marry.
Amber’s charred remains were found in the seat of a van set ablaze outside the village last Friday.

Most of its members have been arrested, including Asma’s father Safdar. UK Telegraph reports..

Amber’s body was doused in petrol and set ablaze in an attempt to hide the extra-judicial killing from police.
The jirga’s decision was led by Sardar Pervaz, described by police a “notorious” leader of whom the entire village is afraid.
Having passed sentence on Amber, Pervaz dispatched jirga member Sardar Saeed to her home on Friday night, where Amber’s mother was told to hand over her daughter or face her entire family being burnt alive in their home.
Saeed then dragged Amber to another home.
Shamim Raisat, Amber’s mother, was initially arrested for failing to report the crime, but later gave a statement to police explaining that she had been under duress and feared for her remaining family’s lives.
In her statement, she said: “After the threats and killing of my daughter, I decided to kept my lips tight. Sardar Pervaz and the other jirga members are very influential and we are unable to face them
The couple which the teenager is alleged to have helped elope appeared to have escaped.A local anti-terrorism court on Thursday remanded the 15 suspects into police custody for two weeks on murder and terrorism charges.

"Secret love Child" of Late Prince starts legal battle to prove paternity

A man claiming to be the secret love child of Prince has began legal proceedings to prove his paternity and could inherit a slice of Prince 's multi-million fortune if the allegation is found to be true.
According to Radaronline, Heir Hunters International has confirmed it is working on the case of an unidentified man in his 30s whose mother allegedly had several liaisons with the singer in the 1980s and according to them he's got a strong case.

The singer, who passed away on April 21 age 57, died without a will or an heir leaving his fortune to be divided up between his nearest relatives.
The alleged man is in his 30s and lives in the Midwest according to the Heir Hunters and when he contacted the organisation claimed his mother had several encounters with Prince during the 1980s.
According to the duo the man didn't seem "crazy" and said there was something about the man's case that stood out:

"The way we approached everything was just completely different than what we had seen. He wasn't looking for that 15 minutes of fame. It wasn't a crazy story and it really started piecing together.
"He's very nice, not crazy. He’s somebody who's not star-struck crazy or wants to be famous. Not at all."For now, he plans to stay away from the current court proceedings, but likely will come forward after more research is done, they claimed. "We're at the beginning stages in a way,” Mansukhani told Radar.
